Road features would be hard to maintain

To the editor:
I have been studying the plans for the Highway 61 project, and find this would be a beautiful plan for a city boulevard on a lake where the water level doesn’t fluctuate 20 feet like Lake Pepin can.
On Lake Pepin all maintenance and erosion repair has to be done from the top. Most of this erosion happens during spring floods when high water starts to pull the rip-rap down the slope exposing the dirt bank.
