Mayor Nichols called the meeting to order at 6:00 p.m. with a quorum present.
Review adopt/ amend agenda
Staff requested to move item 6a approve purchase of pumper truck for the Fire Department to new business.
Motion Brown, second  McGrath to adopt the agenda as amended. All ayes 7-0-0.

There was no one from the public who requested to address the council.

Approve purchase of pumper truck for the Fire Department
Motion McGrath, second Alkire to approve the purchase of pumper truck for the Fire Department.  All ayes 7-0-0. Motion carried.  
Adopt Resolution 24-035 Certifying 2024 Levy for payable 2025
Motion Brown, second Quinn to adopt Resolution 24-035 certifying the 2024 Property Tax Levy for Payable in 2025. All ayes 7-0-0. Motion carried.
Adopt Resolution 24-036 approving City’s 2025 budgets by category
Motion Brown, second McGrath to adopt Resolution 24-036 approving the City’s 2025 budgets by category. All ayes 7-0-0. Motion carried.  
Approve 2025 Council meeting schedule
Motion Nichols, second McGrath, to approve the 2025 city council meeting dates. All ayes 7-0-0. Motion carried.  
Refer PUD # 24-01.2 Planned Unit Development General Concept Plan by Michael Onstad back to Planning Commission
Motion Kramer, second McGrath to refer PUD#24-01.2 by Michael Onstad back to Planning Commission on applicants request to review amended plans and reconsider recommendation. All ayes 7-0-0. Motion carried.
Introduce and waive first reading of Ordinance 641 Zoning Text Amendment #ZT24.02 regarding cannabis land use regulations
Motion McGrath, second Brown, to introduce and waive the first reading of Ordinance 641 an ordinance amending the Lake City Municipal Code Title XV: Land Use Chapter 155: Zoning Ordinance. All ayes 7-0-0. Motion carried.  
Introduce and waive the First Reading of Ordinance 642, An Interim Ordinance temporarily establishing a Licensing and Planning Moratorium on the Establishment or Expansion of Tobacco Shops.
Motion Alkire second Brown to waive the first reading of Ordinance 642, an interim Ordinance temporarily establishing a Licensing and Planning Moratorium on the establishment or expansion of Tobacco Shops. All ayes 7-0-0. Motion carried.  
Apprentice Line Worker Employment Agreement
Motion Kramer, second Quinn to approve an apprentice line worker employment agreement. All ayes 7-0-0. Motion carried.  
Approve hire of Mitchell Sobotta as an Apprentice Line Worker
Motion Nichols, second Brown to approve the hire of Mitchell Sobotta as an apprentice line worker.  All ayes 7-0-0.  Motion carried.
Approve hire of Tucker Johnson as an Apprentice Line Worker
Motion Alkire, second Brown to approve the hire of Tucker Johnson as an apprentice line worker.  All ayes 7-0-0.   Motion carried.
Approve hire of Mitchell Rigelman as Assistant Public Works Director
Motion McGrath, second Quinn to approve the hire of Mitchell Rigelman as Assistant Public Works Director. All ayes 7-0-0. Motion carried.  
Approve delegation of registration and enforcement of cannabis retail businesses to Wabasha County.
Motion McGrath, second Brown, to approve an agreement delegating registration and enforcement of retail cannabis establishments to Wabasha County. All ayes 7-0-0. Motion carried.  
Request additional information for new 2025 Tobacco License for Amal Waddah Abdulhadi - Lakeside Smoke Shop Inc.
Motion Alkire, second Brown, to request additional information for a new 2025 tobacco license application subject to completed paperwork, background checks and payment of license fees. All ayes 7-0-0. Motion carried.  
Unfinished Business
Waive the second reading and adopt Ordinance 640 amending Title VII – Chapter 72 Parking Regulations of the city code
Motion Nichols, second McGrath, to waive the second reading and adopt Ordinance 640 amending Title VII – Chapter 72, Parking Regulations. All ayes 7-0-0. Motion carried.  
Consent Agenda
a. Review and approve City Council workshop minutes November 12, 2024.
b. Review and approve Council meeting minutes November 12, 2024.
c. Review and approve expense claims November 7, 2024- December 4, 2024
d. Approve 3% COLA for all non-union employees
e. Approve 2025 license applications for City issued licenses
f. Approve budget adjustment in the amount of $10,000 for ambulance department
g. Approve 2024 Hok Si La Park budget amendment from Streets for $45,000
h. Approve Residential Lease agreement between Hok-Si-La Park Manager Lisa Quest and the City of Lake City
i. American Red Cross Licensed Training Provider Agreement
j. Approve Brian Quinn as incoming Mayor as signer of Alliance Bank Accounts
k. Approve sale of two Public Works mowers with 2025 budget adjustments
l. Approve Resolution 24-037 regarding actions taken concerning the Lakeshore Smoke Shop’s tobacco license.
Motion McGrath, second Kramer to approve the consent agenda as presented.   All ayes 7-0-0.
