Mayor Quinn called the meeting to order at 6:00 p.m. with a quorum present.
Review and adopt/amend agenda
Consent item 4(m), Approve new 2025 Tobacco Shop License for Sundus Diab dba Lake City Smoke Shop moved to new business, 5(i) by council member McGrath.
Motion McGrath, second Alkire to amend the agenda as presented.  All ayes 6-0-0. Motion carried.
Consent Agenda
a. Review Council minutes from August 11, 2025
b. Review Council Special Meeting minutes from August 11, 2025
c. Review Personnel Committee minutes from August 11, 2025
d. Review expense claims August 1, 2025-August 31, 2025
e. Approve adoption of Electric Utility Line Clearing Policy
f. Approve Right of Entry Agreement with Derek Nibbe to facilitate access for the Bremer Reservoir Valve Installation Project.
g.  Approve League of MN Cities Liability Coverage Waiver Form
h.  Approve Out-of-State Travel for Children’s Librarian Alisha Likness.
i. Approve 1-4 Day Temporary On-sale Liquor License for Lake City Chamber of Commerce Johnny Appleseed Day October 4, 2025.
j. Approve request for the United Way of Goodhue, Wabasha & Pierce Counties to host a bingo and raffle event October 12, 2025. The bingo and raffle event will be held at the VFW #8729, located at 115 N Franklin Street as part of the Fall Fest.
k. Approve request for the VFW Auxiliary to host four bingo events in 2026.
l.  Approve request for the Lake City Sportsman’s Club to host a raffle and bingo event on February 21, 2026 at the Lake City Sportsman’s Club.
m.  Approve new 2025 Tobacco Shop License for Sundus Diab dba Lake City Smoke Shop
Motion Newsome, second Alkire to approve the consent agenda.  All ayes 6-0-0. Motion carried,
New Business
Authorize entering into a purchase agreement with Goodhue County Habitat for Humanity for 1251 Mounds Court
Motion McGrath, second Brown to authorize entering into a purchase agreement with Goodhue County Habitat for Humanity for the conveyance of 1251 Mounds Court legally described as Lot 1 Block 4 of Eaglewood Estates Fifth Addition, Lake City, MN, in the amount of $5,000.  All ayes 6-0-0. Motion carried.
Initiate and Waive First Reading of Ordinance 648 Authorizing the sale of 1251 Mounds Court
Motion Brown, second McGrath to initiate and Waive First Reading of Ordinance 648 Authorizing the sale of 1251 Mounds Court. All ayes 6-0-0. Motion carried.
Conduct Public Hearing for Certification of Block 15 Alley Improvements and Adopt Resolution 25-042 Adopting Block 15 Alley Assessments
Motion McGrath, second Alkire to open public hearing for Certification of Block 15 Alley Improvements and Adopt Resolution 25-042 Adopting Block 15 Alley Assessments. All ayes 6-0-0. Motion carried.

Mayor Quinn called three times for additional public comment and hearing none entertained a motion to close the public hearing.
Motion McGrath, second Alkire to close public hearing for Certification of Block 15 Alley Improvements and Adopt Resolution 25-042 Adopting Block 15 Alley Assessments. All ayes 6-0-0. Motion carried.
Motion McGrath, second Alkire to approve Resolution 25-042 certification of Block 15 Alley Improvement Assessments- Wabasha County.  All ayes 6-0-0. Motion carried.
Approve Memorandum of Understanding and Drainage & Utility Easement – 106 S. Washington Street
Motion Brown, second Alkire to Approve the Memorandum of Understanding and Drainage & Utility Easement – 106 S. Washington Street.  All ayes 6-0-0. Motion carried.
Conduct Public Hearing-Certification of Nuisance Violations-Resolution 25-043, Delinquent Utilities-Resolution 25-044 & 25-046, and Ambulance Charges-Resolution 25-045
Motion McGrath, second Kramer to open public hearing.   Receive comments and questions.   
Mayor Quinn called three times for public comment and hearing none entertained a motion to close the public hearing.
Motion Alkire, second McGrath to close public hearing. All ayes 6-0-0. Motion carried.   
Motion Alkire, second McGrath to approve Resolution 25-043 Certification of Delinquent Nuisances-Wabasha County.  All ayes 6-0-0. Motion carried.    
Motion Kramer, second Newsome to approve Resolution 25-044 Certification of Delinquent Utilities-Wabasha County. All ayes 6-0-0. Motion carried.      
Motion Brown, second Newsome to approve Resolution 25-046 Certification of Delinquent Utilities-Goodhue County. All ayes 6-0-0. Motion carried.   
Motion Alkire, second McGrath to approve Resolution 25-045 Certification of Ambulance Charges-Hennepin County. All ayes 6-0-0. Motion carried.  
Adopt Resolution 25-040 approving proposed 2026 General Fund Revenue and Expenditure Budgets
Motion McGrath, second Brown to adopt Resolution 25-040 approving the proposed 2026 General Fund Revenue and Expenditure budgets. All ayes 6-0-0. Motion carried.
Adopt Resolution 25-041 approving proposed Property Tax Levy Payable in 2026
Motion Brown, second Kramer to adopt Resolution 25-041, approving the proposed Property Tax Levy payable in 2025. All ayes 6-0-0. Motion carried.
Approve Plans & Specifications Authorizing the Solicitation of Quotes for the Woodland Drive Watermain Loop Project
Motion Kramer, second Alkire to Approve Plans & Specifications Authorizing the Solicitation of Quotes for the Woodland Drive Watermain Loop Project.  All ayes 6-0-0. Motion carried.
Approve Tobacco Shop License – Sundus Diab dba Lake City Smoke Shop, 1301 N Lakeshore Dr #600
Motion McGrath, second Alkire to approve Tobacco Shop License – Sundus Diab dba Lake City Smoke Shop, 1301 N Lakeshore Dr #600 to expire 12-31-25. All ayes 6-0-0. Motion carried.
Unfinished Business
Waive Second Reading and adopt Ordinance 647 approving Onstad PUD and approve Resolution 25-039 Summary Publication.
Motion Alkire, second McGrath to waive the second reading and adopt Ordinance 647 to approve the zoning district change to Planned Unit Development for Michael Onstad for the property described in the ordinance. All ayes 6-0-0. Motion carried.
Motion McGrath, second Newsome to approve Resolution 25-039 Summary Publication of Ordinance 647. All ayes 6-0-0. Motion carried.
