Senator’s letter raises questions

I am confused by the letter from Sen. Steve Drazkowski.
He voted against the MN 2023 bill, which included funding of $10 million for the Zumbro project.
The Senate is not in session, so why bring up the Sanitary district project now? Did he see the light?
