Mayor Quinn called the meeting to order at 6:00 p.m. with a quorum present.

Motion by Kramer, second Brown to adopt the agenda. All ayes 7-0-0. Motion carried.

g. Approve 1-4 Day Temporary On-sale Liquor License for Lake City Area Arts event March 20-21, 2026.
h. Adopt Resolution 26-002 accepting donations for the fourth quarter 2025
Motion by McGrath, second Brown to approve the consent agenda. All ayes 7-0-0. Motion carried.
New Business
Approve years of service step adjustment for Paramedics
Motion by McGrath, second Kramer to approve a years of service step adjustment for Paramedics, placing the paramedics at the same step on the new pay grid that they were at on the old pay grid, effective January 4, 2026. All ayes 7-0-0. Motion carried.
Approve 2026-2028 LELS labor agreement
Motion by Alkire, second Brown to approve a three-year labor agreement with Law Enforcement Labor Services, Inc., Local #121. 6 ayes, 1 nay. 6-1-0. Motion carried.
Approval of Task Order No. 22 with Bolton & Menk, Inc. – 2026 Mill & Overlay Projects
Motion by McGrath, second Boe to approve Task Order No. 22 with Bolton & Menk, Inc. – 2026 Mill & Overlay Projects. All ayes 7-0-0. Motion carried.
Approve Task Order No. 23 – Bolton & Menk Professional Services Agreement: High Street Lead Service Line Replacement Project
Motion by McGrath, second Newsome to approve Task Order No. 23 – Bolton & Menk Professional Services Agreement: High Street Lead Service Line Replacement Project. All ayes, 7-0-0. Motion carried.
North Garden Street Reconstruction Project – Approval of Plans and Specifications and Authorization to Advertise for Bids
Motion by Brown, second Alkire to approve the Plans and Specifications and Authorization to Advertise for Bids. All ayes 7-0-0. Motion carried.
Appoint 2026 President pro tem
Motion by McGrath, second Boe to appoint Faye Brown as 2026 President Pro Tem. All ayes 7-0-0. Motion carried.
Approve the hire of Keeley Roach as Ambulance Department Administrative Assistant
Motion by Brown, second Alkire to approve the hire of Keeley Roach as Ambulance Department Administrative Assistant. All ayes 7-0-0. Motion carried.
Adopt resolution 26-003 approving execution of grant agreement with the MN Office of EMS
Motion by McGrath, second Alkire approving execution of grant agreement with MN Office of EMS. All ayes 7-0-0. Motion carried.
Revolving Loan Fund request - Dilly Dallies
Motion by McGrath, second Boe to approve the revolving loan fund request for Dilly Dallies. All ayes 7-0-0. Motion carried.
Revolving Loan Fund request - River Crossings Counseling
Motion by Alkire, second Kramer to approve the Revolving Loan Fund for River Crossings Counseling. All ayes 7-0-0. Motion carried.
Approve Ordinance 649 Planned Unit Development Amendment #PD25.002 by Scott & Carma Willers
Motion by Alkire, second McGrath to introduce and waive the first reading of Ordinance 649 for the request for a Planned Unit Development Amendment to allow Lot 4 and Lot 5 Block 1 to be combined. 5 ayes, 2 nays, 5-2-0. Motion carried.
Approve renewal of agreement with Visit Lake City
Motion by Alkire, second McGrath to approve a renewal of an agreement between Visit Lake City (VLC) and the City of Lake City designating VLC as the City’s tourism bureau. All ayes, 7-0-0. Motion carried.
Approve the 2026 Board and Commission liaison appointments
Discussion was held during the meeting and 2026 liaison appointments are as follows:
