Mayor Nichols called the meeting to order at approximately 6:00 p.m. with a quorum present.

Review & adopt/amend agenda
Brown requested to add from the 5:00 workshop meeting a discussion on maintenance of plants and vegetation along the new Hwy 61 road construction project which was completed in the fall on 2021.
Motion McGrath, second Novak to amend the agenda. All ayes 7-0-0. Motion carried.

Introduce and wave first reading of Ordinance 611 adding a new chapter to Title V of Lake City municipal code regarding Stormwater Illicit Discharge Detection and Elimination, Erosion and Sediment Control, and Rescinding 52.09 Storm Water Service
Motion Alkire, second Kramer to introduce and waive first reading of Ordinance 611 adding a new chapter to Title V of Lake City Municipal Code regarding Stormwater Illicit Discharge Detection and Elimination, Erosion and Sediment Control, and rescinding 52.09 Storm Water Service. All ayes 7-0-0. Motion carried.
Introduce and waive first reading of Ordinance 620 transferring land to Three Rivers Community Action, Inc.
Motion Brown, second McGrath to introduce and waive first reading of Ordinance 620 transferring land to Three Rivers Community Action, Inc. for the purpose of constructing a multi- family housing development on a portion of the Cemstone site. All ayes 7-0-0. Motion carried.
Adopt Resolution 22-031 accepting donations for the second quarter 2022
Motion McGrath, second Novak to adopt Resolution 22-031 accepting 2nd Quarter 2022 donations. All ayes 7-0-0. Motion carried.
Set public hearing date for SCDP grant extension
Motion Kramer, second Alkire, to set a public hearing for the extension of the Small Cities Development Program (SCDP) grant for August 15, 2022, at the regular meeting of the Lake City Common Council. All ayes 7-0-0. Motion carried.
Highway 61 ongoing maintenance concerns
At the workshop meeting, the maintenance of Highway 61 new plantings is a concern for some councilmembers

Waive second reading and adopt Ordinance 617 changing the name of a portion of East Chestnut Street to Ralph Samuelson Way
Motion McGrath, second Novak to waive second reading of Ordinance 617, changing the name of a portion of East Chestnut Street to Ralph Samuelson Way. All ayes 7-0-0. Motion carried.

Waive the second reading and adopt Ordinance 618 rezoning land for Underwood Terrace
Motion McGrath, second Novak to waive the second reading and adopt Ordinance 618 Re Zoning a portion of the Cemstone Site from Rural Development (RD) to High Density Residential (HDR). All ayes 7-0-0. Motion carried.
Waive the second reading and adopt Ordinance 619 Vacating Utility Easements in Eaglewood Estates 5th Addition
Motion Novak, second Kramer to waive the second reading and adopt Ordinance 619, Vacating Utility Easements in Eaglewood Estates 5th Addition. All ayes 7-0-0.  Motion carried.
Consent Agenda

g. Adopt Resolution 22-030 confirming board and commission appointment Stiene to the Utility board, and Eisterhold-Karli to the Environmental Commission
h. Adopt Resolution 22-032 calling a Public hearing on the establishment of a Tax Increment Financing (TIF) district No. 1-18 with municipal development district No. 1 and the adoption of a TIF plan relating thereto.
i. Approve Marina 2022 seasonal hire
j. Approve Hok Si La Park and Pool 2022 seasonal hires
k. Approve League of MN Cities liability coverage waiver form
Motion Brown, second Novak to approve the consent agenda as presented. All ayes 7-0-0. Motion carried.

Hilsman was present and asked by the mayor if she wished the meeting to be closed or open. Hilsman requested the meeting closed.
Motion McGrath, second Alkire to close the meeting at 6:57 p.m.    All ayes 7-0-0. Motion carried.
Motion Brown, second McGrath to open the meeting at 7:14 p.m. All ayes 7-0-0. Motion carried.
Motion Nichols, second Brown to suspend Roberts Rules of Order and add to the July 11th meeting agenda, Resolution 22-033 terminating the employment of Marcia Hilsman as Administrative Assistant for the city of Lake City. All ayes 7-0-0. Motion carried.
Motion McGrath, second Alkire to adopt Resolution 22-033 Termination of employment Marcia Hilsman. All ayes 7-0-0. Motion carried.
Motion McGrath, second Kramer to adjourn at 7:15 p.m.  All ayes 7-0-0. Motion carried.
