Mayor Quinn called the meeting to order at 6:00 p.m. with a quorum present.

McGrath requested consent agenda item 4 (e)Approve Greater Lake City Community Foundation –Cover Crops financial support be moved to new business.
Motion Brown, second McGrath to amend the agenda. All ayes 6-0-0. Motion carried.

Approve PUD #24-01.2 Planned Unit Development general concept plan by Michael Onstad
Motion McGrath, second Brown to approve of the general concept plan for a 11 unit Planned Unit Development #24-01.2 by Michael Onstad on parcel 22.00164.03 described as that part of Government Lot 1, Section 10 T111N R12W, Wabasha County with 5 conditions based on the findings within the revised staff report dated January 14, 2025. All ayes 6-0-0 Motion carried.
Approve 2024 Budget carryovers to 2025 budget
Motion Brown, second Boe, to approve budget carryovers from the 2024 Budget to the 2025 Budget. All ayes 6-0-0 Motion carried.
Approve Greater Lake City Community Foundation – Cover Crops financial support
Council members discussed raising several questions. Council requested that staff bring back more information on this request for funding to a future meeting. There was no action taken.

Approve Hok Si La Park Sanitary Sewer Improvements - Plans and Specifications for Sanitary Sewer System Installation and Bid Authorization
Motion McGrath, second Boe to approve Hok Si La Park sanitary sewer improvements - plans and specifications for sanitary sewer system installation and bid authorization. All ayes 6-0-0. Motion carried.
Adopt Resolution 25-010 denying tobacco license for Ms. Amal Abdulhadi for doing business as the Lakeside Smoke Shop
Motion McGrath, second Brown to adopt Resolution 25-010 denying tobacco license for Ms. Amal Abdulhadi for doing business as the Lakeside Smoke Shop. All ayes 6-0-0. Motion carried.
