Mayor Quinn called the meeting to order at 6:00 p.m. with a quorum present.
Recognition-Cardiac Arrest Lifesaving Awards
Ambulance director Sara Rybarczyk recognized Lake City Police officer Aaron Foss, EMT Sarah Muenkel, Paramedic Dave Kohs, Wabasha County Deputy Erik Rollie, citizen lifesaver JB Stephan, Paramedic Linda Kohrs, EMT Colton Chicos for their life saving efforts in successful resuscitation of two patients on January 18, 2025 and August 30, 2024.
Review adopt/ amend agenda
McGrath pulled item 4(l) Adopt amended Resolution 25-016 confirming board and commission appointments Robbie Smith and Cheryl Key for the Planning Commission.
Motion Alkire, second Kramer to amend the agenda as presented. All ayes 7-0-0. Motion carried.

m. Adopt Resolution 25-017 confirming the appointments to the Street Park Public Safety Commission David Badgley and Marina Board Tim Schultz

Motion Brown, second McGrath to accept 2025-2027 Smith Schafer audit proposal. All ayes 7-0-0. Motion carried.
Award contract for Hok Si La Park Sanitary Sewer Improvements project
Motion Alkire, second Brown to award the contract to Fitzgerald Excavating as the lowest responsible bidder, in the amount of $897,887.15, as recommended by staff and the City’s engineering consultant. All ayes 7-0-0. Motion carried.
Approve Task Order 18 - Bolton & Menk Professional Services Agreement: North Garden Street Reconstruction Project
Motion McGrath, second Boe to approve Task Order 18 - Bolton & Menk Professional Services Agreement: North Garden Street Reconstruction Project. All ayes 7-0-0. Motion carried.
Approve Task Order 19 Bolton & Menk Professional Services Agreement: Hok Si La Park Sanitary Sewer Improvements project
Motion McGrath, second Alkire to approve Task Order 19 Bolton & Menk Professional Services agreement for the Hok Si La Park Sanitary Sewer Improvements project. All ayes 7-0-0. Motion carried.
Approve hire of Erik Theusch as Journey Line Worker
Motion Brown, second Kramer to approve the hire of Erik Theusch as Journey Line Worker for the Electric Department. All ayes 7-0-0. Motion carried.
Adopt Resolution 25-018 calling for a June 9, 2025, Public Hearing at 6:00 p.m. on the establishment of Tax Increment Financing District No. 1-20, within Municipal Development District No. 1, and the adoption of a Tax Increment Financing Plan Relating thereto
Motion McGrath, second Brown to adopt Resolution 25-018 calling for a public hearing on the establishment of Tax Increment Financing District No. 1-20, within Municipal Development District No. 1, and the adoption of a Tax Increment Financing Plan Relating thereto. All ayes 7-0-0. Motion carried.
Approve Facade Improvement request for Anytime Fitness
Motion Boe, second Kramer to approve Facade Improvement Program request for Anytime Fitness in the amount of $10,000.00. All ayes 7-0-0. Motion carried.
Approve opening the 2023-2025 LELS contract to discuss wages
Motion Alkire, second Newsome, to approve opening the 2023-2025 LELS contract for wage discussions. All ayes 7-0-0. Motion carried.
Approve city funding for wayfinding signage downtown.
Motion Boe, second Newsome, to approve funding in the amount of $25,000 for wayfinding signage downtown from General Fund Reserve for the 2025 budget year. All ayes 7-0-0. Motion carried.
Approve Cover Crop Incentive Program in Partnership with GLCCF and Goodhue SWCD
Motion Alkire, second Brown to approve the City of Lake City’s participation in the extended watershed conservation agreement with the Greater Lake City Community Foundation and Goodhue Soil and Water Conservation District, including a funding commitment of up to $5,000 per year for three years (totaling $15,000), to support the implementation of cover crops within the Wells Creek and Gilbert Creek watersheds as a means to reduce erosion and improve water quality in Lake Pepin. All ayes 7-0-0. Motion carried.
