Regular Meeting
JUNE 10, 2024, 6:00 p.m.

Members Present: Mayor Mark Nichols, Amy Alkire, Russell Boe, Brian Quinn, Megan Kramer, Cindy McGrath, Faye Brown
Members Absent:    None
Staff Present: City Administrator Rob Keehn, City Clerk Kari Schreck, Public Works Director Scott Jensen, Megan Smith, Planning Community Development Director, Jerome Illg, Finance Director, Assistant City Attorney Joe Sathe
Mayor Nichols called the meeting to order at 6:00 p.m. with a quorum present.
Review adopt/ amend agenda
Motion Brown, second Quinn to approve the agenda. All ayes 7-0-0. Motion carried.
Disclose conflicts relating to agenda items
Brown noted that she will abstain from item 6d approve hire of 2024 Marina 2024 seasonal employees. Her husband is an employee.

Adopt Resolution 24-015 approving a PUD Amendment in Jewel First Addition
Motion McGrath, second Brown to adopt Resolution 24-015 approving a PUD Amendment in Jewel First Addition.  All ayes 7-0-0. Motion carried.  
Accept an easement for pond access off Hidden Court
Motion Boe, second Kramer to accept a drainage and utility easement being granted to the City of Lake City for pond access from Richard and Carol Boerger, over their property located at 1006 Hidden Court, Lake City. All ayes 7-0-0. Motion carried.  
Approve Storm Water Infrastructure relocation project
Motion Brown, second Alkire to approve storm water infrastructure relocation project with Glander Excavating for $37,955, not to exceed. All ayes 7-0-0.  Motion carried.  
Approve hire of Marina 2024 seasonal employees
Motion McGrath, second Brown to approve hire of Marina 2024 seasonal staff. All ayes 6-0-1. Brown abstained. Motion carried.  
Approve hire of Part-Time EMT Sarrah Foster
Motion McGrath, second Alkire approving hire of Part-Time EMT Sarrah Foster. All ayes 7-0-0. Motion carried.  
Approve Temporary Construction Easement with Steven and Paula Prigge
Motion Boe, second Brown to approve a temporary construction easement with Steven and Paula Prigge. All ayes 7-0-0. Motion carried.  
Approve disbursement of Public Safety Aid money
Motion Boe, second Alkire, to disburse $232,361 of Public Safety Aid equally to the police, ambulance, and fire departments. All ayes 7-0-0. Motion carried.  
Approve job description for Port Authority Executive Director and posting of position
The item was tabled to a future meeting. No action was taken.
Consent Agenda
a. Review and approve Council workshop minutes May 13, 2024
b. Review and approve Council minutes May 13, 2024
c. Review and approve expense claims May 8- June 5, 2024
d. Approve hire of 2024 Pool, Parks and Hok Si La seasonal employees
e. Adopt Resolution 24-016 approving a Temporary Use Permit for vacant land along Lake Pepin and South Oak Street
f. Approve hire of Aiden Leonard as volunteer firefighter.
Motion Kramer, second Brown to approve the consent agenda as presented. All ayes 7-0-0.

Closed session pursuant to Minnesota Statutes Section 13D.05, subdivision 3(a) to evaluate the performance of the City Administrator Rob Keehn
Motion McGrath, second by Kramer to go into closed session at 7:56 p.m. All ayes 7-0-0.
Motion McGrath, second by Kramer to open the meeting at 8:30 p.m. All ayes 7-0-0.
The Council’s consensus is that Administrator Keehn meets expectations.
Motion McGrath, second Nichols to adjourn at 8:35 p.m.  All ayes 7-0-0. Motion carried.
