Regular Meeting
MARCH 10, 2025, 6:00 p.m.

Members Present: Mayor Brian Quinn, Russell Boe, Robert Newsome, Megan Kramer, Cindy McGrath, Faye Brown, Amy Alkire
Members Absent:    None
Staff Present: City Administrator Rob Keehn, City Clerk Kari Schreck, City Attorney Sarah Sonsalla, Finance Director Jerome Illg
Mayor Quinn called the meeting to order at 6:00 p.m. with a quorum present.
Recognition – Mark Nichols
Review adopt/ amend agenda
Staff requested new business item 5 (d)Award contract for Hok Si La Park Sanitary Sewer improvements project be pulled from the agenda.
Motion Brown, second Kramer to adopt the agenda as amended.  All ayes 7-0-0. Motion carried.
Disclose conflicts relating to agenda items
McGrath noted that she will abstain from voting on item 4(e) Adopt Resolution 25-016 confirming the appointment to the Planning Commission Robbie Smith, Cheryl Key.  Key is McGrath’s sister.

e. Adopt Resolution 25-016 confirming the appointment to the Planning Commission Robbie Smith, Cheryl Key    
f. Approve sale of Police Department 2021 Dodge Ram pickup truck
g. Renew 2025 Building Official contract with SafeBuilt.
h. Withdraw Conditional Use Permit 25.01 by Gary Roth for an accessory building
Motion McGrath, second Brown to approve the consent agenda.  All ayes 7-0-0. Motion carried.
New Business:
Approve final cost allocations of refunded $296,437.68 Highway 61 funds
Motion McGrath, second Alkire to approve final cost allocations of refunded $296,437.68 Highway 61 funds for the 2020 Highway 61 project costs and redirect funds as Illg identified. All ayes 7-0-0.  Motion carried.  
Approve a Revolving Loan to Whitewater Canvas
Motion Brown, second Boe to approve a Revolving Loan to Whitewater Canvas. All ayes. 7-0-0. Motion carried.
Assign 2023 State Ambulance Aid $165,346.93 for Purchase of New Ambulance
Motion Brown, second Boe to assign 2023 State Ambulance Aid $165,346.93 received in 2024 for purchase of a new ambulance. All ayes 7-0-0.  Motion carried.
Motion Alkire, second McGrath to approve order of a 2027 Dodge 5500 4x4 ambulance. All ayes 7-0-0.  Motion carried.  
Approve hiring David Drown Associates to recruit for the Public Works Director position
Motion Kramer, second McGrath, to hire David Drown Associates to recruit for the Public Works Director position.
After more discussion it was agreed that the staff would review the structure of the department and provide to Council.  Kramer and McGrath withdrew their motions.
Motion Alkire, second McGrath to postpone hiring David Drown Associates to recruit for the Public Works Director position until June 9th council meeting or sooner. All ayes 7-0-0. Motion carried.

Approve Task Order Amendment from DGR Engineering
Motion McGrath, second Boe to approve Task Order Amendment with DGR Engineering to proceed with the preliminary phase of the North Garden Street Electric Distribution Project at an estimated cost of $6,000, with future amendments to be presented for final design and construction phases. All ayes 7-0-0. Motion carried.
Approve hiring of full-time EMT Cory Brown
Motion Brown, second Alkire, to approve the hire of full-time EMT Cory Brown. All ayes 7-0-0. Motion carried.
Approve separation agreement with Scott Jensen
Motion McGrath, second Alkire, to approve a separation agreement with Scott Jensen. All ayes 7-0-0. Motion carried.
