CITY OF LAKE CITY,
MINNESOTA
AN ORDINANCE AMENDING TITLE III, CHAPTER 30, RELATING TO COMBINING THE STREETS AND PARKS COMMISSION WITH THE PUBLIC SAFETY BOARD
THE CITY OF LAKE CITY ORDAINS:
Section 1.  Section 30.02 of Title III, Chapter 30 is hereby repealed in its entirety and replaced with the following new Section 30.02:
§ 30.02  STREETS, PARKS, AND PUBLIC SAFETY COMMISSION
(A) Establishment and membership.  A Streets, Parks, and Public Safety Commission is hereby established.  It shall be composed of five members.
(B) Powers, duties, and responsibilities.  The Streets, Parks, and Public Safety Commission shall have the following responsibilities:
(1) Make recommendations to the City Council and City staff with respect to the maintenance, improvement, replacement, addition, use, and all other matters related to the City’s streets, alleys, sidewalks, parks, swimming pools, recreation programs, recreational facilities, trail systems, and tree maintenance programs;
(2) Assist or provide input regarding the hiring of streets and parks personnel at the request of the City Council in accordance with the City’s Administrative Staff Hiring Policy;
(3) Review parade permits and street closure and other special event requests and make recommendations to the City Council on those permits and requests;
(4) Review liquor license and permit applications and make recommendations to the City Council on those applications;
(5) Review issues and requests related to traffic, including, but not limited to, placement of crosswalks, parking restrictions, and stop sign placement and make recommendations to the City Council on these issues and requests;
(6) Review City regulations related to alcohol, animals, special events, and traffic, and make recommendations to the City Council on those regulations;
(7) Provide the City Council with feedback and recommendations regarding issues and operations of the Police Department; and
(8) Review and provide recommendation to the City Council on issues related to public safety.
Section 2.  Section 30.09 of Title III, Chapter 30 is hereby repealed in its entirety.
Section 3.  All references to the “Streets and Parks Commission” in the Lake City Code are hereby changed to the “Streets, Parks, and Public Safety Commission.”
Section 4.  All references to the “Public Safety Board” in the Lake City Code are hereby changed to the “Streets, Parks, and Public Safety Commission.”
Section 5.  This ordinance shall take effect after its passage and publication in accordance with Section 3.09 of the Lake City Charter.
