A RESOLUTION AUTHORIZING PUBLICATION OF
ORDINANCE NO. 611
BY TITLE AND SUMMARY
WHEREAS, the City Council of the City of Lake City has adopted Ordinance No. 611, titled “An Ordinance repealing Section 52.09 of the Lake City Municipal Code regarding storm water service and adding a new chapter to Title V of the Lake City Municipal Code regarding stormwater, erosion, and sediment control; and
WHEREAS, the City Charter allows publication by title and summary in the case of lengthy ordinances; and
WHEREAS, the Ordinance is 12 pages in length; and
WHEREAS, the City Council believes that the following summary will clearly inform the public of the intent and effect of the Ordinance; and
NOW, THEREFORE, BE IT RESOLVED BY the City of Lake City City Council:
1. The City of Lake City City Council has adopted Ordinance No. 611, titled “An Ordinance repealing Section 52.09 of the Lake City Municipal Code regarding storm water service and adding a new chapter to Title V of the Lake City Municipal Code regarding stormwater, erosion, and sediment control.”  The Ordinance does the following:
• regulates non-stormwater non-permitted disposal, dumping, discharge, and illicit connections into the municipal separate storm sewer system;
• establishes regulations applicable in emergency situations;
• establishes requirements aimed to prevent unintended discharge;
• establishes methods for monitoring and enforcement; and
• requires and creates minimum standards for a Stormwater Pollution Prevention Plan for certain projects.
2. The Ordinance is effective upon publication.
3. The City Clerk is directed to publish this summary in lieu of publication of the entire ordinance.
4. The City Clerk is directed to post a copy of the entire text of Ordinance No. 611 at City Hall, the City of Lake City Public Library, and on the City of Lake City website for a period of not less than 10 days. In addition, a printed copy of Ordinance No. 611 is available for inspection by any person during regular office hours at the Lake City City Hall.
