Members Present: Mark Nichols, Cindy McGrath, Amy Alkire, Faye Brown, Brian Quinn, Megan Kramer, Russell Boe
Members Absent: None
Staff Present: City Administrator Rob Keehn, City Clerk Kari Schreck, City Attorney Joe Sathe, Public Works Director Scott Jensen, Finance Director Jerome Illg, Planning and Community Development Director Megan Smith
Pledge of Allegiance
Mayor Nichols called the meeting to order at approximately 6:00 p.m. with a quorum present.
Review and adopt/amend the agenda
Motion Kramer, second Alkire to adopt the agenda as presented.  All ayes 7-0-0.  Motion carried.
Disclose conflicts relating to agenda items
Quinn stated that he will abstain from discussion and voting on items 7 (a) Introduce and waive the first reading of Ordinance 626 authorizing the conveyance of real property owned by the city and 7 (b) Approve an easement agreement with Brian and Dawn Quinn for Eaglewood storm water pond access.
Nichols stated that he will abstain from voting on 6(f) Approve annual funding for the Chamber of Commerce and Lake City Area Arts.

New Business:
Approve Ohuta Park removal of wave structure in Park
Upon consensus of the council, direction was given to city staff to seek estimates on the cost of removal and receive any interested community groups or residents feedback on possible fundraising opportunities for restoration of the structure- if it is determined to be salvageable. This item will come back to the council for consideration at the September meeting.
Introduce and waive the First Reading of Ordinance 627, prohibiting the use of cannabis and hemp in public places
The council took no action on proposed Ordinance 627
Introduce and waive the first reading of Ordinance 628, prohibiting the sale of edible cannabinoid products pursuant to Minnesota Statutes Section 151.72
Motion Boe, second McGrath to waive the first reading of Ordinance 628, prohibiting the sale of edible cannabinoid products pursuant to Minnesota Statutes Section 151.72. All ayes 7-0-0.  Motion carried.
Introduce and waive first reading of Ordinance 629 conveying land to the Prairie Island Indian Community
Motion Brown, second Boe to introduce and waive the first reading of Ordinance 629, transferring Outlot C of Eaglewood Estates 5th Addition of the Prairie Island Indian Community.   All ayes 7-0-0.  Motion carried.
Authorize entering into a purchase agreement with G-Cubed Development for 1253 Mounds Court
Motion McGrath, second Brown to authorize entering into a purchase agreement with G Cubed Development for 1253 Mounds Court, legally described as Lot 2, Block 4 of Eaglewood Estates Fifth Addition, Lake City, MN, in the amount of $20,000.  All ayes 7-0-0.  Motion carried.
Approve annual funding for the Chamber of Commerce and Lake City Area Arts
Motion Kramer, second Boe, to approve $15,000 in funding for the Lake City Chamber of Commerce.  All ayes 6-0-1 Nichols abstain.  Motion carried.
Motion McGrath, second Boe, to approve $5,000 in funding for the Lake City Area Arts.
All ayes 6-0-1 Nichols abstain.  Motion carried.
Approve staff request to cease memorial donations in public parks
The council recommends that staff develop a inventory by park to assist in identifying needs.  Once this is completed, city staff can let requestors know what is available.  It was agreed that city staff has the final say in placement of memorials. No further action was taken.

Motion McGrath, second Brown to approve an easement agreement with Brian and Dawn Quinn for Eaglewood storm water pond access. All ayes 6-0-1 Quinn abstain.  Motion carried.

h. Approve 1–4-day Temporary On-sale liquor license for Lake City Chamber of Commerce Fall Fest/Johnny Appleseed Days event September 30- October 1, 2023.
i. Approve request for the Rotary Club of Lake City Foundation to host a raffle October 20, 2023.
j. Adopt Resolution 23-033 designating Travis Dunn as alternate representative to (SMMPA) Southern Minnesota Municipal Power Agency
k. Adopt Resolution 23-034 approving grant agreement with the Minnesota Department of Natural Resources
l. Adopt Resolution 23-035 adopting an updated MN Government Data Practices Policy
m. Approve hire of full time Paramedic Ryann Jensen
n. Approve hire of Library Pages Sophia Huber, and Emma Kopp
o. Approve hire of full time Police Officer Michale Pfeilsticker
p. Approve hire of full time Police Officer Scott Bird
q. Approve hire of full time Police Officer Josh Smith
r. Approve hire of Volunteer EMT’s Sarah Muenkel, Tessa Tomfohrde, Joseph Kuzma
s. Award Eaglewood Pond expansion and dredging to Glander Excavating
Motion McGrath, second Brown to approve the consent agenda as presented.  All ayes 7-0-0.  Motion carried.
