JULY 8, 2024, 6:00 p.m.

Members Present: Mayor Mark Nichols, Amy Alkire, Russell Boe, Brian Quinn, Megan Kramer, Cindy McGrath, Faye Brown
Members Absent:    None
Staff Present: City Administrator Rob Keehn, City Clerk Kari Schreck, Public Works Director Scott Jensen, Megan Smith Planning Community Development Director, Jerome Illg, Finance Director, City Attorney Sarah Sonsalla
Mayor Nichols called the meeting to order at 6:00 p.m. with a quorum present.
Proclamation Taylor Heise
July 8th, 2024, proclaimed as Taylor Heise day
Review adopt/ amend agenda
Unfinished business item 7(b) approve Block 15 Storm Water infrastructure improvements with Glander Excavating was pulled from the agenda.
Motion Brown, second Alkire to amend the agenda.  All ayes 7-0-0. Motion carried.

New Business:
Remove Tom Rasmussen from the Planning Commission
Motion McGrath, second Brown to approve Resolution 24-019 removing Tom Rasmussen from the Planning Commission.
During the discussion, Kramer proposed inserting in the Resolution language regarding failure to adhere to the roles and responsibilities of the Planning Commission.
There was then a motion to amend the original motion approving Resolution 24-019 to include the language “failure to adhere to the rules and responsibilities of the Planning Commission”.
Motion Kramer, second Boe to the amend the original motion approving Resolution 24-019 to include the following language the failure to adhere to the rules and responsibilities of the Planning Commission
Roll call vote: Quinn nay, McGrath aye, Kramer aye, Nichols nay, Alkire aye, Brown aye, Boe aye.  5-2-0. Motion carried.
Then the mover McGrath, and the second Brown, agreed to the amendment and a roll call vote was taken on the amended Resolution 24-019 removing Tom Rasmussen from the Planning Commission.
Motion McGrath, second Brown to approve as amended Resolution 24-019 removing Tom Rasmussen from the Planning Commission.  Roll call vote: Quinn nay, McGrath aye, Kramer aye, Nichols nay, Alkire aye, Brown aye, Boe aye.  5-2-0. Motion carried.
Approve Lake City Housing Study
Motion Nichols, second McGrath, approving the Lake City Housing Study conducted by Maxfield Research & Associates, LLC as presented. All ayes 7-0-0. Motion carried.
Introduce and waive the first reading of Ordinance 639 updating the City’s Short Term Rental Regulations
Motion McGrath, second Boe to introduce and waive the first reading of Ordinance 639, updating the City’s regulations for short term rental units. Motion carried All ayes 7-0-0.
Approve the wayfinding signage concept and forward it to the Minnesota Department of Transportation for review and approval
Motion McGrath, second Brown to approve the wayfinding signage concept and forward it to the Minnesota Department of Transportation for review and approval. All ayes 7-0-0. Motion carried.
Approve hire of Full-Time EMT Sarrah Foster
Motion McGrath, second Kramer approve hire of full-time EMT Sarrah Foster. Motion carried. All ayes 7-0-0.
Approve job description for Port Authority Executive Director and posting of position
Motion Brown, second Alkire, to approve the job description for a Port Authority Executive Director and to post the position. Motion carried All ayes 7-0-0.
Unfinished Business:
Approve City of Lake City Right-of-Way Plat #2, petition and waiver agreements and drainage and utility easements.
Motion Brown, second Alkire to approve the City of Lake City Right-of-Way Plat #2, petition and waiver agreements and drainage and utility easements.  All ayes 7-0-0. Motion carried.
Approve a 3-month suspension of base charges to multi-family units, trailer parks and residences with multiple meters, to resume in perpetuity, in October 2024
Motion McGrath, second Alkire to approve a 3-month suspension of base charges to multi-family units, trailer parks and residences with multiple meters, to resume in perpetuity, in October 2024. Roll call vote:  Quinn aye, McGrath aye, Kramer nay, Nichols aye, Alkire aye, Brown aye, Boe nay.  5-2-0.  Motion carried.

f. Adopt Resolution 24-018 adopting City of Lake City Data Practice Policy
g. Northern States Power (Xcel Energy) Exception Agreement
h. Approve acceptance of Memorial picnic table donation from Barbara Gilford
i. Approve acceptance of Memorial picnic table donation from Michael and Heid Noll.
j. Approve Administrator Keehn June 10th performance review
Motion McGrath, second Boe to approve the consent agenda as presented.  All ayes 7-0-0. Motion carried.
