NOTICE OF PUBLIC HEARING
BEFORE THE
WABASHA COUNTY
PLANNING COMMISSION
The Wabasha County Planning Commission will conduct a public hearing starting at 7:00 p.m. on April 27, 2026 for the purpose of hearing any testimony regarding the following requests:
1) Public hearing on the application submitted by Bryce DeCook requesting a conditional use permit to transfer dwelling density from Wabasha County parcel R04.00298.00 to Wabasha County Parcel R16.00154.00. The subject properties are located in Section 25, Township 110 North, Range 12 West, in Glasgow Township and in Section 14, Township 109 North, Range 12 West of West Albany Township, respectively (63544 263rd Ave Theilman, MN).
2) Public Hearing on the application submitted by John Behrns requesting an amendment to an existing Conditional Use Permit to expand the footprint of an existing business and alter the hours of operation. The subject property is identified as Wabasha County Parcel R05.01335.00 and is located in Section 9, Township 110 North, Range 10 West of Greenfield Township (17505 667th St. Wabasha, MN).
3) Public hearing on the application submitted by Gurek Inc. requesting a conditional use permit to sell lower-potency hemp edibles (LPHE) products. The subject property is identified as Wabasha County parcel R19.00033.00 and is located in Section 27, Township 108, Range 12 West, in the City of Elgin, MN (15 2nd Ave NE).
4) Public hearing on the application submitted by Travis Liffrig – Mazeppa BP LLC requesting a conditional use permit to sell low-potency hemp edibles (LPHE) products. The subject property is identified as Wabasha County parcel R23.00127.00 and is located in Section 6, Township 109 North, Range 14 West of the City of Mazeppa (125 Highway 60 E, Mazeppa, MN).
5) Public hearing on an application requesting to construct a driveway within a bluff impact zone (BIZ). The subject property is Wabasha County parcel R13.00021.03 and is located in Section 17, Township 111 North, Range 11 West, in Pepin Township.
6) Public hearing on an application submitted by Kevin Petersen on behalf of Brian Robson requesting a conditional use permit to allow the cultivation of cannabis plants. The subject property is Wabasha County parcel R05.00411.09 and is located in Section 31, Township 110 North, Range 9 West in Greenfield Township (13826 622nd Street, Kellogg, MN).
The public hearing will take place in the County Board Room, Courthouse Annex, 625 Jefferson Avenue, Wabasha, Minnesota. Any interested person may provide testimony whether in person or by way of written comment submitted to the Wabasha Zoning Department. Written comments will be read into the record during the respective public hearing.
