Letter: Hit-and-run is a reminder to watch for pedestrians

I am devastated! I just learned today that a friend of mine is in the hospital recovering from surgery. He was walking by Lake Pepin Plaza when he was struck by a hit-and-run driver! I know for sure that he had two broken legs and other injuries. I don’t understand and I feel so upset. I know he walks with a walker, so why didn’t the driver see him or stop for him?
