Goodhue County Administrator Scott Arneson told the County Commissioners at their Sept. 1 meeting that the procedure they were following to determine the 2016 levy was backward because they were attempting to set a preliminary levy before finalizing the budget. As he struggled to come up with financial figures on his cell phone that had been requested by the commissioners, he stated, “This is not how we normally do this.”
