What should happen to Block 13?

Several years ago Kwik Trip bought the former gas station at the corner of Marion Street and Lakeshore Drive, removed the underground gas tanks, and donated the property to the Lake City Economic Development Authority (EDA).
Since then the EDA has been trying to put the property to its best use, which to many means the redevelopment of not only that property, but the adjoining property owned by David Rodewald as well.
