No TIF for luxury condos

Tax increment financing (TIF) is meant to be a public subsidy to serve a public purpose. It is not intended to underwrite the financing of a private luxury condominium project. The incremental taxes generated by such private projects are diverted to support the developers and, possibly, the infrastructure associated with the project. That means that local needs (schools, roads, libraries, parks, water and sewer) do not have access for the duration of the TIF to the increase in taxes the project would otherwise generate.
